Job Description Summary

The Associate Vice President (AVP) for Partnerships and Economic Development (PED) reports directly to the Executive Vice President (EVP) and Provost of Teaching, Learning, and Student Success (TLSS). The AVP represents the EVP and Provost in providing PED leadership, including the oversight of strategic institutional planning and goal-setting related to PED, as well as the development, supervision and management these offerings. As directed by the EVP and Provost, and with other College counterparts, the AVP interacts, engages, and collaborateswith business and community partners, to position PGCC as the primary provider of education and training in the College's service area (i.e., in Prince George's County and the DC-Maryland-Virginia region). The AVP will serve as the EVP and Provost's primary liaison for community partnerships, and a core member of the TLSSleadership team.

Minimum Qualifications

EDUCATION AND EXPERIENCE
  • Earned Doctorate required.
  • Minimum of four years' progressive management experience that includes at least three years in the position of Dean-or position(s) with similar scopes of responsibility and influence.
  • Minimum of four years' economic development experience.
  • Must have supervised personnel and administered programs directly related to professional area for at least five years.

ESSENTIAL DUTIES
  • Provide leadership for the institution's PED programs and course offerings, including, but not limited to, skills building and retraining programs; licensure and certification programs; counseling, academic and vocational support services, and job placement; adult basic education and English as a second language; adult and continuing education courses and workshops for career, intellectual, cultural, recreational, personal and community development. Furthermore, this position will oversee the Perkins grant.
  • Provide guidance and continuity throughout TLSS in terms of itsPEDoperations and initiatives; develop, implement and assess goals, policies and procedures to ensure alignment with the College's strategic and operational plans; supervise and manage direct reports; provide stewardship and oversight for the annual budget of the PED programming.
  • Provide direct oversight for Client Solutions, the InnoHub, College and Career Transitions, The Financial Empowerment Center, the Sustainable Energy Workforce Program, ABE/GED, SAGE and Transitional ESL.
  • At the direction of the EVP and Provost, interact, engage and partner with business and community partners, to position PGCC as the primary provider of education and training in the College's service area.
  • Advise the EVP and Provost and the TLSS leadership team on state, regional, and county workforce needs and advise on the College's strategic direction for teaching and learning in connection to regional and state workforce needs.
  • Build relationships across the County and the DMV regionon behalf of the EVP and Provost with business and industry to support contract training, partnerships, apprenticeships, and professional credentialing and licensing programs and with public and community education, health, and social service agencies to develop strategies and programs to serve youth, adults, seniors, and a variety of special populations.
  • In partnership with the Office of Institutional Advancement, develop strategies to obtain public and private grants, corporate gifts, and contract training arrangements to support the mission of PGCC. Oversee the management of grants, particularly the Perkins grant, including ensuring that the development, maintenance, and timely reporting of records and/or reporting for funding agencies.
  • Work with key administrative offices on the development of a area-wide coordinated marketing strategy for PED programming to ensure the effectiveness of outreach and recruitment initiatives.
  • Regularly collaborate with the AVP for TLSS and more broadlywith senior leadership of TLSS to identify opportunities to collaborate across the broad spectrum of educational programming to meet the needs of the community.
  • Collaborate with the Deans and Department Chairs of credit programs to develop robust pathways between credit and noncredit programs and stackable credentials. Partner with academic leadership when appropriate to advise on development of credit programs.
  • Analyze current and trend data to make data-informed decisions; identify opportunities, threats or other issues; and develop recommendations for action in support of the PED strategic and operational plan.
  • Lead the development of bridges into the division's programs from high schools, dual enrollment, early/middle college,and adult basic education, and from the division's offerings into credit programs.
  • Lead meetings as needed with the transfer and PED programsteams to discuss and solve new or ongoing operational issues.
  • Under the guidance of the EVP and Provost, work with Assistant Vice President for Curriculum, Programs and Regulation to develop policies for program evaluation and quality assurance.
  • Maintain current knowledge of trends and innovations in community colleges generally, and in the programs of study within the division; communicate and share this knowledge regularly with staff and faculty.
  • Assume accountability for ensuring that every student within the divisional programs has a clear roadmap to completion, further education and job advancement, aligned to their pathway and program.
  • Serve on the statewide affinity group for workforce development, MCCACET, and any other statewide groups relevant to this work;
  • Perform other related duties as assigned by the EVP and Provost.

  • Ability to produce a vision for the division that aligns with the College's vision, mission and strategic plan.
  • Demonstrated experience in developing corporate/client workforce solutions, building demand driven corporate/community partnerships and leading grant-funded training initiatives.

  • Demonstrated record of accomplishment of identifying and engaging key strategic external partners (individual or institutional) for the purposes of building effective collaborative initiatives to deliver programs, curriculum, industry partnerships, etc. Ability to pull together many different constituencies, from both the public and private sectors.
  • Demonstrated ability to supervise a professional staff, develop and manage a budget.
  • Demonstrated experience in marketing, customizing, and selling services in the business community and in developing and coordinating community-based programs.

PHYSICAL REQUIREMENTS

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.
