The following position is available with the Oklahoma Department of Career and Technology Education.

Senior Buyer

Financial Services Serves as the primary Certified Purchasing Officer for all goods and services necessary to keep the Agency functioning, in accordance with State and Federal requirements. Serves as Agency P-card Administrator. Supervises and provides leadership to Purchasing and Accounts Payable staff.

EDUCATION AND EXPERIENCE: REQUIRED: • Bachelor’s degree or equivalent work-related experience and five years of related purchasing experience. • Ability to obtain State of Oklahoma Certified Procurement Officer (CPO) certification within 90 days of employment. Ongoing education to maintain certification is mandatory.  

PREFERRED: • Supervisory experience • State of Oklahoma Certified Procurement Officer (CPO) certification • Other Purchasing related certification(s)

ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Directs and coordinates acquisition activities for the agency; develops contract specifications, program evaluation, and problem resolutions. 2. Provides direction to staff involved in planning and coordinating acquisition services; supervises staff; establishes performance standards and evaluates work performed. 3. Researches and interprets applicable federal and state laws, regulations, rules, and policies; provides interpretation of policy and procedures to staff and outside entities. 4. Develops and enforces agency policies to ensure compliance consistent with various federal and state requirements. 5. Mediates disputes between vendors and agency. 6. Administer and manage the agency p-card program. Establish and maintain Agency P-card Procedures and provide training and guidance to p-card holders. Process p-card requests, retain required reports and maintain spend controls. 7. Oversee the agency asset accounting process. Establish and maintain the Agency Asset Guidelines. 8. Serve as an agency Travel Coordinator, purchasing airfare as needed. 9. Maintain CPO certification, knowledge about Central Purchasing Act, Central Purchasing Rules, State P-card rules, Agency Purchasing and P-card Procedures, Construction and Properties Procedures, Statewide Accounting Manual, Statewide Contracts.      

Salary/Benefits: $60,959.54 - $68,633.47 commensurate with education or experience. Total salary and benefits package valued at $74,406.74 - $82,658.28.
