Job Summary:
Coppin State University, a fully accredited institution and member of the University System of Maryland, is accepting applications for a Talent Development Manager. Founded in 1900, Coppin is a model urban, residential liberal arts university located in the northwest section of the City of Baltimore that provides academic programs in the arts and sciences, teacher education, nursing, graduate studies, and continuing education. Coppin offers 53 majors, and twelve graduate degree programs. Nearly 4,000 students are enrolled in day, evening, on-line, and weekend undergraduate and graduate courses.
This position will be responsible for performing a range of duties key to efficient and effective employee and organizational development. Reporting directly to the Chief Human Resources Officer ( CHRO), the primary function of the position will be to work closely with the CHRO to develop training and organizational development programs goals and objectives. The manager will also be responsible for the development and delivery of employee learning and professional development opportunities for faculty and staff. The successful candidate will be a proactive, detail-oriented, strategic partner who will serve as an internal consultant, trainer, and course content developer.

Essential Responsibilities:
The position will perform a variety of professional and administrative duties in support employee learning and professional development including but not limited to:
- Develop training and organizational development programs goals and objectives;
- Coordinate and monitor training programs and organization development initiatives from initiation through delivery;
- Ensure learning and development program activities meets the University's needs and aligns with best practices, policies and procedures.
- Execute all actions and activities related to learning management systems such as assign courses, reset passwords, etc;
- Develop and maintain relationships with internal and external partners/subject matter experts to create and deliver new learning opportunities;
- Train and coach managers, supervisors, and others involved in employee development efforts; recommending future professional development opportunities;
- Review requests for professional development funding and make recommendations to approve/deny requests;
- Plan, organize, and identify supplies needed for employee learning and development events.
- Develop articles and announcements to promote training and development events and resources for inclusion in HR bulletins;
- Gather and compile data as needed to develop reports responsive to USM, local Unions, and other interagency requests;
- Monitor, analyze, and respond to helpdesk inquiries re: training information and standard operating policies and procedures; delivering exemplary service responding to inquiries promptly
- Represent university on USM learning and development committee and serve on campus committees, and when needed, facilitate meetings, and lead special projects.
- Perform other related duties as required and/or assigned.
Education:
- Bachelor's degree in human resources (or a related field). Master's Preferred.
- PHR/SPHR Certification a plus.
- Instructional design and/or learning technology certification a plus.
- 5-7 years of exempt level human resources or related business experience.
- Skillsoft/Precipio and/or WorkDay experience a plus.
- Higher education experience a plus.
- Knowledge of best practices in the field and ability to determine change needed to improve programs and services.
- Ability to design and implement effective employee learning and professional development program and activities.
- Adept with a variety of multimedia/virtual training platforms and methods.
- Ability to evaluate and research training and vendor options and alternatives
- Possess analytical thinking skills with an ability to make decisions and solve problems.
- Ability to prioritize ongoing and new projects, as well as conduct research and gather information.
- Ability to organize date and create clear, concise, quality presentations and reports utilizing appropriate media.
- Leadership, coaching, and teambuilding skills that motivates employees and cultivates good working relationships.
- Ability to respond to employee concerns with an appropriate since of urgency.
- Ability to communicate effectively both orally and in writing.
- Skill with PC applications, HRIS software (PeopleSoft and/or WorkDay) and Learning Management Systems.
- Ability to maintain poise and courtesy under pressure.
- Ability to manage confidential information.
